JUDGMENT

Ashutosh Mohunta, J. (Oral) - Vide order dated 11.11.2002, the Assistant Collector Grade-I and Labour-cum-Conciliation Officer, Gurdaspur, ordered the attachment of the Salary Head of the employees of the Public Health Department. The present revision has been filed assailing the aforesaid order.

2. It is contended by the learned counsel for the petitioners that as a result of the aforesaid order the salaries of the employees of the Public Health Department have not been paid. The salary of an employee is not a property of the State of Punjab. Hence the amount under the Head "Executive Enginear Public Health (G.W.) Division, Pathankot, 2215, Water Supply and Sanitation - 02 Sewerage and Sanitation - 001 Direction and Administration, Execution Pay, T.A. and Medical etc." cannot be attached.

3. In this view of the matter, I set aside the order dated 11.11.2002 passed by the Assistant Collector Grade-I and Labour-cum-Conciliation Officer, Gurdaspur, and direct that the employees of the Public Health Department shall now be paid their salaries. The aforesaid Head shall no longer remain sealed. It is further directed that the Labour-cum-Conciliation Officer may attach any other
