Heard Sri Rakesh Dwivedi, learned Senior Advocate assisted by Sri Akhilesh Kalra and Sri Altaf Mansoor, Advocates, for the petitioners and Sri J.N. Mathur, learned Senior Advocate, assisted by Sri Anil Saran, for the respondent.
2. Since affidavits have been exchanged, with the consent of the parties' counsel, we have proceeded to decide the writ petition finally.
3. The petitioners have filed this writ petition challenging the action of the respondents summarily rejecting the Request for Qualification Project (RFQ) proposal of the petitioner no. 3 consortium submitted in pursuance of the notice inviting tender for Development and Operation of Chendipada Coal Block I and II, Orrisa on the grounds given in the impugned order.
4. The petitioner no. 1, M/s Mrig Trading Pvt. Ltd., a Company incorporated on 3.2.03 under the provisions of the Companies Act, 1956 is, inter alia, engaged in the business of import, export, distribution, merchant, traders and stockist.
