Headnote:Administrative Tribunals Act, 1985 – Sections 20 and 19 – Central Civil Services (CCA) Rules, 1965 – Rule 23 – Removal – Applicant has not at all pointed out any extraordinary circumstances, which warrant Tribunal to entertain same in exercise of its discretion under Section 20 (1) of Administrative Tribunals Act, 1985 – It is not at all case of applicant that remedy of appeal provided under Rule 23 of CCS (CCA) Rules, 1965 is neither adequate nor efficacious – It is not at all case of applicant that order of removal from service passed by Disciplinary Authority is an act without jurisdiction – Tribunal can entertain O.A. inspite of alternative remedy of appeal is available under said Rule 23 of CCS (CCA) Rules, 1965, if it is shown that alternative remedy of appeal available to applicant is an empty formality – But, there is not even a single whisper in entire O.A. – Direction issued. O.A. Rejected.
