The present petition has been filed, inter-alia, for the following

relief:-

"(i) Issue a writ, order or direction in the nature of mandamus

directing the respondent no.2 and 3 to commence and conclude

proceeding of consolidation by issuing notification under

Section 4 of Consolidation of Land Holdings Act in Gram

Panchayat Rahta Mafi, Tehsil-Thaurdwara, District

Moradabad.

It is submitted that the letter has already sent to the State

Government to promulgate the notification under Section 4 of

U.P. Consolidation of Holdings Act, however, till date no action

has been taken at the ends of the Government for issuance of

notification under Section 4 of U.P.C.H. Act.

Learned standing counsel has contended that the grievance of

the petitioner can more appropriately be redressed by

Consolidation Commissioner, Uttar Pradesh, respondent no.2,

on the fresh representation to be moved by the petitioner, within
