This public interest litigation has been filed for a direction upon

the respondents not to construct urinal upon the well of drinking

water.

Our experience shows that on such petty matters, a large

number of cases are filed before this Court and precious judicial

time is wasted in such matters. The Supreme Court in the case

of Phool Chandra and another v. State of Uttar Pradesh,

(2014) 13 SCC 112 has observed that High Courts are

entertaining frivolous petitions in such petty matters which have

serious affected the administration of justice as there is huge

pendency in the High Courts and the High Courts are not able

to decide important cases. The Supreme Court has further

observed that it is high time that the courts should come down

heavily upon such frivolous litigation and unless we ensure that

the wrongdoers are denied profit or undue benefit from t
