Heard learned counsels for the parties.
The petitioner has been refused arm license by the Licensing
Authority, Muzaffarnagar vide order dated 07.08.2014 on the
ground that her husband was already having three arm licenses
and therefore, the opinion has been expressed that the husband
is, if having three arm licenses to carry fire arm, the life of the
wife stands fully protected and there is no necessity to grant 4th
arm license in the family. Even the police report that has been
submitted in connection with the application, it has come that
there is no threat to life and property of the applicant.
Be that as it may, the arm license application of the petitioner
was initially filed in the year 2006, today we are in 2019, more
than 12 years have passed, moreover, there is nothing on record
to establish that the petitioner was at any time subjected to any
criminal act by the miscreants and/ or anti-social and unlawful
elements nor, there is any pleading of continue
