Heard Sri Vutupalli Rajanna learned counsel for petitioner, learned Assistant Government Pleader for Revenue for respondents 1 to 4, learned Assistant Government Pleader for Home for 5th respondent and Sri G.R.Sudhakar, learned counsel for 6th respondent.

The above Writ Petition is filed to declare the action of 3rd respondent in not passing orders on letter vide Rc.B.No.285/2022 dated 09.05.2022 addressed by 4th respondent seeking resumption of land of an extent of Ac.0.03¾ cents in Plot No.30 in S.No.496/B1 of Peddabhoodhanam village, Chagalamarri Mandal, Nandyal District, as illegal and arbitrary.
3. a) Averments in the affidavit, in brief, are that petitioner is permanent resident of Peddabhoodhanam village. The then Tahsildar, Chagalamarri Mandal purchased an extent of Ac.2.60 cents in S.No.496/B1 and formed layout for grant of house site pattas to the villagers in the year 1978. Initially, 30 plots were allotted for houses and six plots were reserved for communal purpose consisting of each Ac.0.05 cents. The villagers came to an understanding to distribute pattas for 50 beneficiaries and hence, plots size was reduced to Ac.0.03¾ cents each. Plot Nos.30, 18, 21 an
