ORDER:
The present writ petition came to be filed under Article 226 of the Constitution of India seeking the following relief:
“....to issue a writ, order or direction particularly in the nature of a Writ of Mandamus or any other appropriate writ or orders or direction declaring the inaction of the Respondents in obtaining the administrative sanction and finalising the final bill and releasing payments in terms of L.S.Agreement C.R.No.83/2012-13 dated 24.01.2013 including the supplementary agreeement C.R.No.79/2013-14 dated 13.10.2013 based on the final bill certificate issued by 4th Respondent on 20.06.2014 and in terms of the petitioners letters dated 07.02.2020 and 30.11.2020 as illegal, arbitrary, amounts to non-discharge of a legal obligation conferred on them and is in violation of Articles 14 and 21 of the Constitution of India and consequently direct the respondents to forthwith finalise the final bill and make payment in terms of L.S. Supplemental Agreement C.R.No.79/2013-14 dated 13.11.2013 final bill certificate issued by 4th Respondent on 20.06.2014 and in terms of the letter of the Petitioner dated 30.11.2020 and pass.....”
