The Court made the following ORDER:
1. This Writ Petition is filed under Article 226 of the Constitution of India
seeking the following relief:
“to issue a Writ, Order or direction, more particularly one in
the nature of Writ of Mandamus, declaring the inaction of the
respondents more particularly the 4 Respondent in not mutating
petitioners name in the revenue records pertaining to land to an
extent of Ac.2.38 cents in Sy.No.267/2 situated at
Thammadapalle Village, Mahanandi Mandal, Nandyal District,
A.P. which is petitioner's ancestral property is being illegal,
arbitrary, unconstitutional, in violation of principles of natural
justice, in violation of provisions of Pattadar Passbooks Act and
in violation of Article 14, 21 300-A of Constitution of India, 1950
and consequentially direct the Respondents particularly the 4th
Respondent to mutate the name of the petitioner in revenue
records pertaining to the land to an extent of Ac.2.38 cents in
Sy.No.267/2 situated at Thammadapalle Village, Mahanandi
Mandal, Nandyal District, A.P, by deleting the mutations made
in favour of the unofficial respondents thereby considering the
representation made before the 4TH Respondent on 13.11.2024
which was endorsed on 23.11.2024 and pass…”
2. Heard the learned counsel for the petitioner and the learned
Government Pleader for the respondents.
3. The learned counsel for the petitioner submits that the petitioner made
an application/representation dated 13.11.2024 seeking mutation of his name
in the revenue records. However, despite repeated requests, the respondent
authorities have neither considered the said application nor conducted any
enquiry. Hence, the present writ petition.

4. The learned counsel appearing on behalf of respondent Nos.5 and 6
submits that the unofficial respondents had filed a civil suit against the
petitioner and that the said suit was decreed. Aggrieved by the said judgment
and decree, the petitioner preferred an appeal, which was allowed by setting
aside the judgment and decree of the trial Court, thereby confirming the
petitioner’s rights.
5. Be that as it may, it is not in dispute that the application submitted by
the petitioner is still pending consideration before the respondent authorities.
In view of the same, this Court is not inclined to go into the merits of the
dispute.
6. Accordingly, the writ petition is disposed of, directing the respondent
authorities, more particularly the 4th respondent, to consider the
application/representation submitted by the petitioner dated 13.11.2024,
conduct a detailed enquiry after issuing not
