Petition under Article 226 of the Constitution of India praying that in the
circumstances stated in the affidavit filed therewith, the High Court may be
pleased toPleased to issue a writ, order or direction, more particularly a writ in
the nature of Writ of MANDAMUS declaring the action of the 2nd respondent
i.e., Commissioner of Endowments, State of AP, Gollapudi, Vijayawada in not
considering the petitioners' request for notional seniority from 2012 in the
cadre of the Executive Officers Grade 1 as per their eligibility and seniority in
the vacancies arising and promoting juniors and ineligible to the petitioners,
as bad, illegal, arbitrary opposed to law and pass

ORDER:
The present Writ Petition is filed questioning the action of the
Respondent No.2in not considering the request of Petitioners for notional
seniority from 2012 in the cadre of Executive Officer (Grade I), as illegal and
arbitrary.
2. The facts leading to filing of the present Writ Petition are as follows:
The petitioners were initially appointed as Executive Officer(Grade III)
through Andhra Pradesh Public Service Commission (for short ‘APPSC’) in
the year 2008. Thereafter, Petitioners were promoted as Executive Officer
(Grade II) in the year 2011 and became eligible for promotion to the post of
Executive Officer (Grade I) in the year 2012 itself. Later, Petitioners were
promoted as Executive Officer (Grade I) in the year 2024.Despite receiving
representations from Petitioners end, Respondent No.2 deliberately delayed
the promotions to the Petitioners as Executive Officer (Grade I) and was not
considering the representations given by the Petitioners. Hence, the present
writ petition is filed.
