MANASWYI DADHICH – Appellant
Versus
THE STATE OF ANDHRA PRADESH – Respondent
WP 33684/2025
APHC010652952025 IN THE HIGH COURT OF ANDHRA PRADESH Bench Sr.No:-
AT AMARAVATI L.M.1-1 [3552]
WRIT PETITION NO: 33684 of 2025 Manaswyi Dadhich ...Petitioner Vs.
The State of Andhra Pradesh and others ...Respondents **********
Advocate for Petitioner: Mr. Meka Rahul Chowdary Advocates for Respondents: Mrs. T. V. Sridevi, Standing Counsel for Dr. N. T. R. University, Mr. G. Sai Narayana Rao, SC for SAAP, GP for Sports, GP for Medical Health FW CORAM : T HE CHIEF JUSTICE DHIRAJ SINGH THAKUR SRI JUSTICE CHALLA GUNARANJAN DATE : 2nd December, 2025.
P C :
The petitioner is a candidate, who was admitted in the Sports Quota, on account of her having participated in the event of skating.
2. Pursuant to her selection, the petitioner had joined the college, deposited the requisite fee and started attending classes.
3. Based upon certain directions issued by a Division Bench of this Court in W.P.Nos.31328, 30436, 31260, 31326, 31268, 28438 and 32014 of 2025, the candidates who had applied for admission under the sports category, but were ignored, were directed to be considered based upon certain certificates which were in their possession.
4. The official respondents based upon the directions and having considered the merit of the said candidates, granted admission to certain candidates, one of whose admission resulted in the ouster of the petitioner from the medical college in which the petitioner was admitted.
5. It is stated by learned counsel for the petitioner that the stray vacancy round of admissions ought to have been the last round, in which the petitioner would have a chance to seek admission, however, in the present case, while the stray vacancy round was completed on 18.11.2025, the petitioner was ousted from her college on 20.11.2025, which intimation was communicated to the petitioner on 22.11.2025, thus, leaving no opportunity for the petitioner to apply for admission in the stray vacancy rounds.
6. Learned counsel for the respondents submits that petitions by similarly situate candidates who had been earlier granted admission but were deprived of the said benefit on account of reconsideration of the merit based upon sport certificates have since been dismissed. One such order has been placed before us for our perusal was passed on 27.11.2025 in W.P.No.32668 of
2025.
7. Be that as it may, we cannot take a view different from the one which we have already taken in W.P.No.32668 of 2025, inasmuch as the entire process of admission has since come to closure on 20.11.2025.
8. We do understand that the petitioner as also the candidate in W.P.No.32668 of 2025 and similarly situate other candidates, who had been admitted, were all deprived of participation in the stray vacancy rounds, it shall be open to the Medical Counselling Committee (MCC) as also the Dr.N.T.R. University of Health Sciences to take a call on whether another opportunity needs to be afforded to these candidates who had been admitted but ousted from the courses in question.
9. Dr. N.T.R. University of Health Sciences, therefore, would be at liberty to take up the matter with the Medical Counseling Committee (MCC), in this regard, to explore the possibility of the petitioner’s consideration against the management quota seats, if they are still available. The Writ Petition is, accordingly, disposed of. No costs.
Pending miscellaneous applications, if any, in this case, shall stand closed.
