Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased topleased to issue a writ of mandamus or any other appropriate writ, order or direction Declaring the Notification Inviting Tender dated 03.02.2026 issued by the 3rd respondent for granting license rights for procurement of human hair offered by devotees in the Devasthanam Kalyanakatta for a period of two years from 27.12.2025 to 26.12.2027, through e-procurement (online) tender and e-auction only, without inviting applications through tender cum public auction as arbitrary, illegal and violative of the Andhra Pradesh Charitable and Hindu Religious Institutions and Endowments immovable Properties and Other Rights (Other than Agricultural Lands) Leases and Licenses Rules, 2003, as amended also violation of Article 14 of the Constitution of India and set-aside the same consequentially to Direct the respondents to conduct the fresh tender process strictly in accordance with the e-tender-cum-public auction mode as mandated under Rule 3 of the Andhra Pradesh Charitable and Hindu Religious Institutions and Endowments Immovable Properties and Other Rights (Other than Agricultural Lands)
