29.08.2011, wherein the respondents have initiated disciplinary proceedings against the petitioner by issuing the charge memo against the petitioner.

The petitioner has attended the enquiry on 07.04.2022 and submitted his written defense, but till today the respondents have not proceeded to conclude the enquiry even after lapse of 14 years, which is contrary to the G.O.Ms.No.91 General Administration (Ser.C) Department dated 12.09.2022, wherein based on the observations of the Division Bench of this Court, the Government has formulated and issued certain instructions to all the Principal Secretaries in the said G.O.
