Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased topleased to pass an order or orders or direction more particularly one in the nature of a writ of mandamus declaring the action of Respondent No. 2 in not considering the petitioners for promotion to the post of Village Revenue Officer (Grade-ll) despite their seniority and clean service record as illegal, arbitrary, unjust, contrary to the provisions of G.O.Ms.No.13 dated 27.01.2020 besides being violative of petitioners right guaranteed under Article 14 and 16 of Constitution of India and consequently direct the Respondent No. 2 to consider the case of petitioners for the promotion to the post of Village Revenue Officer (Grade-ll) as per the seniority list in the category of Village Revenue Assistants by considering the petitioners representation dated 25.02.2026 and pass IA NO: 1 OF 2026 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased pleased to direct the Respondent No.2 forthwith to consider the petitioners representation dated 25.02.2026 for promotion to the post of Village Revenue Officer (Grade-ll), in accordance with their seniority in the cadre of Village Revenue Assistants pending disposal of the writ petition and pass IA NO: 2 OF 2026 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased pleased to direct the Respondents not to fill up the existing and arising vacancies in the post of Village Revenue Officer (Grade-ll), without considering the case of the petitioners for promotion in accordance with their seniority and qualifications prescribed under G.O.Ms.No.13 dated 27.01.2020 pending disposal of the writ petition and pass Counsel for the Petitioner:

This writ petition is filed questioning the action of the respondent No.2 in not considering the petitioners for promotion to the post of Village Revenue Officer (Grade-II) despite their seniority and clean service record.

2. Heard learned counsel for the petitioner and learned Assistant Government Pleader appearing for the respondents.

3. The contention of the learned counsel for the petitioners is that all the petitioners were appointed as Village Revenue Assistants at various villages of Visakhapatnam, Anakapalle and Alluriseetharamaraju (ASR) Districts and they all have acquired the required experience and eligibility for promotion to the post of Village Revenue Officers and their cases should be considered in terms of G.O.Ms.No.13 dated 27.01.2020, but even after lapse of several years, the respondents have not considered and not effected the promotions to the post of Village Revenue Officers from the post of Village Revenue Assistants.
