Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue a writ, order or direction more particularly one in the nature of WRIT OF MANDAMUS declaring the inaction of the respondent No 2 on the letters addressed by the Project Director, DWMA, Kadapa to correct the date of joining of the petitioner from 09.06.2007 to 09.06.2006 in HRMS, as illegal, irregular, irrational and arbitrary besides violative of principles of natural justice and offends Articles 14 and 21 of Constitution of India, and consequently direct the 2nd respondent to consider the letters of the Project Director, DWMA, Kadapa and do the necessary correction of date of Joining of the petitioner as 09.06.2006 in HRMS IA NO: 1 OF 2025 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased to direct the 2nd respondent to consider the letters of the Project Director, DWMA, Kadapa and do the necessary correction of date of joining of the petitioner as 09.06.2006 in HRMS, pending disposal of the above writ petition Counsel for the Petitioner:

The above writ petition is filed assailing the inaction of respondent No.2 to correct the date of joining of the petitioner from 09.06.2007 to 09.06.2006 on the HRMS website, as illegal and arbitrary.
2. Heard Sri M. Solomon Raju, learned counsel for the petitioner and Sri M.S.R. Chandra Murthy, learned Standing Counsel appearing for respondent No.2.
3. The petitioner was selected for the post of Computer Operator-cum- Account Assistant vide proceedings in Rc.No.C2/1172/APREGS/06, dated 08.06.2006 (Ex.P1). Later, the petitioner joined the service and has been discharging duties. The date of joining of the petitioner was wrongly entered in the HRMS website as 09.06.2007 instead of 09.06.2006. Immediately, the petitioner made a representation to the Project Director on 25.11.2010. In turn, the Project Director addressed a letter to the Commissioner vide Ex.P3. Since the date of joining, was not corrected, the petitioner, keeps on making representations and the latest representation is dated 24.10.2024. The Project Director addressed a letter to respondent No.2 vide Rc.No.1422/HR/FTE Grievances/2024, dated 30.11.2024 (Ex.P7), to rectify the date of joining of the petitioner on the RDHRMS website. Since no order has been passed, the above writ petition is filed.
4. The writ petition was adjourned on 05.02.2025, at the request of learned Standing Counsel to get instructions.
5. Today, when the matter is listed, Sri M.S.R. Chandra Murthy, learned Standing Counsel submitted instructions of the Member Secretary, SRDS, office of CRD, vide No.198/SRDS/PM-HR/2025, dated 06.02.2025. In the instructions, it was stated as follows:
