Facts of the case:
The petitioner filed a writ petition seeking a mandamus to mutate his name in revenue records for land in Sy.No. 495/4, claiming a genuine Ryotwari Patta. The respondent authorities contended that the land is an Assessed Waste Dry (AWD) category, originally belonging to the Government and subject to prior cancellation of assignment due to violation of grant conditions under the A.P. Assigned Lands (Prohibition of Transfers) Act, 1977.

Findings of Court:
The Court directed the concerned authorities (Respondent Nos. 3, 4, and 7) to consider the petitioner's request by passing reasoned orders in accordance with law, after verifying the records and the physical status of the land, providing an opportunity of hearing to the petitioner.

Issues: Whether the petitioner is entitled to mutation of revenue records for the subject land based on the claimed Ryotwari Patta, notwithstanding the government's claim of the land being prohibited and classified as government land.

Rights in Land and Pattadar Passbooks Act, 1971 , as illegal, arbitrary, irrational, and violative of the principles of natural justice and the mandatory procedure prescribed under the said Act and Rules, and further offending the Petitioners fundamental and constitutional rights guaranteed under Articles 14 and 300-A of the Constitution of India, and consequently direct the 7th Respondent to forthwith record the Petitioners name as Pattadar and issue Pattadar Passbook and Title Deed, and further direct the 3rd Respondent to cause deletion of the said property from the list of prohibited lands maintained under Section 22-A of the Registration Act, 1908, as its continued inclusion is contrary to the verified record of title and official confirmations and pass
