I am convinced that the petitioner has been restrained from joining his service in an arbitrary and illegal manner, which warrants the intervention of this Court.

The petitioner was appointed as a “Boy” under the Damodar Valley Corporation Employees Co- operative Stores & Canteen Ltd. (hereafter referred to as the "said Society"), Respondent No. 2. He was issued a show-cause notice dated November 28, 2023, by the Special Officer of the said Society, who was appointed by the Cooperation Department of the State.

It is essential to quote the relevant portion of the show-cause notice, as follows:
