This is the second round of writ litigation. The previous one was disposed of by an order dated November 23, 2022 at page 21 to the writ petition passed in WPA 6691 of 2022. The record shows the said order still stands binding upon the parties and there was no challenge to that. The parties also admit such position.

Pursuant to the said direction of the coordinate Bench in the previous writ petition, the respondent no.2 has passed his order dated February 20, 2023 at page 25 to the writ petition with the following observat
