1. Affidavit of service filed in Court, is taken on

record.

2. Heard the parties through their learned

counsels.

3. The petitioner in the instant case is an

intending operator who made an online application before the respondent no.2 on 28.08.2025 for granting of permanent stage carriage permit for plying the vehicle in the Route no. 1469 (Solpatta to Barasat CBT)

being Inter-Regional Route in question.

4. Main grievance of the petitioner is with regard

to the rejection of the online application dated 28.08.2025 for grant of permanent stage carriage permit in the interregional Route

Code No. 1469 (Solpatta to Barasat CBT) without giving any opportunity of hearing to the petitioner.

5. After careful consideration of the available records, this Court finds that the respondent no.2 has arbitrarily and whimsically taken a decision without assigning any reason whatsoever simply rejected the application for Inter Region Stage Carriage permit without affording any opportunity of hearing to the petitioner.

6. In view of the above, this Court directs the respondent no.2 to revisit the issue for granting Inter Region Stage Carriage permit by re-considering the application dated 28.08.2025 being annexure p-1 at page-16 to the writ petition and pass a reasoned order in accordance with law upon affording an opportunity of hearing to the petitioner within a period of eight weeks from the date of communication of this order and communicate such decision preferably within a week thereafter.

7. This writ petition is disposed of without going into the merits of the case.

8. With the above observations and directions, the writ petition, WPA 29181 of 2025 stands disposed of
