2. Heard the parties through their learned

counsels.

3. The petitioner in the instant case is an

intending operator who made an online application before the respondent no.2 on 31.10.2025 for granting of permanent stage carriage permit for plying the vehicle in the Route no. 594 (Barasat CBT to Digha via Madhyamgram) being Inter-Regional Route

in question.

4. Main grievance of the petitioner is with

regard to the rejection of the online application dated 31.10.2025 for grant of permanent stage carriage permit in the interregional Route Code No. 594 ( Barasat

CBT to Digha) without giving any opportunity of hearing to the petitioner.

5. After careful consideration of the available records, this Court finds that the respondent no.2 has arbitrarily and whimsically taken a decision without assigning any reason whatsoever simply rejected the application for Inter Region Stage Carriage permit without affording any opportunity of hearing to the petitioner.
