1. Mr. Pantu Deb Roy, and Mr. Pannalal Bandopadhyay usually appear for the State. Let their appearance be regularized by the Office of Legal Remembrancer, High Court, Calcutta along with the other advocates who have already be engaged in this matter.

The petitioner in the instant case is an intending authority who files an application before the respondent no. 3 for granting of inter region permit for the route CBS (Paschim Medinipur) via Ramnagar, Kudi, (Purba Medinipur), Mohanpur, Solpatta (Paschim Medinipur), Jaleswar, Sonakania, (Odisha Coridoor Area), Dantan, Belda, Narayangah, Kharagpur Rly. Stn. (Paschim Medinipur) &
Back dated 04.12.2025.
3. The petitioner submits that the application is still pending for consideration due to non- functional of the portal accepting the application for inter region stage carriage permit.
4. The learned Counsel Mr. Pantu Deb Roy, ld.
AGP appearing for the respondent submits that as per Section 69 of the Motor Vehicles Act, 1988 the regional transport authority is the competent authority to accept the application for the grant of permit in respect of the region in which the major portion of the proposed route or areas lies.
5. The State respondent submits that the further application shall be made to the respective regional transport authorities instead of making an application before the respondent no. 3.
6. The State respondent also submits that filing of application for grant of permit can be filed in both modes either through online or physically.
7. After careful consideration of the case on the basis of the records available, I am of the considered view that the petitioner shall make a further application before the respective regional transport authority for grant of inter regional stage carriage permit within a period of 8 weeks and the same shall be considered by passing reasoned order in accordance with law upon affording opportunity of hearing to the petitioner and other interested persons if any, and communicate such decision within a week thereafter.
8. The writ petitioner being WPA 29232 of 2025 is disposed of without going into the merits of the case.
