1. The petitioner in the instant case challenges, inter alia, the decision taken by the STA, West Bengal being respondent no. 2 dated 19.12.2025.

2. The petitioner is a holder of a permit being no.

P.St.P No. 01/2011(IS) on the route from KCBT at Santragachi to Baliapal via Laxmannath issued by the State Transport Authority, West Bengal in the year 2011.The same has been subsequently renewed and extended upto 03.02.2031 which had earlier expired on 04.02.2026.

3. As per the Reciprocal Transport Agreement, executed by and between the State of West Bengal and the State of Odisha, the route in question has been initially recorded as Kolkata to Baliapal via Laxmannath.

4. Thereafter, the originating bus stand has been shifted to KCBT at Santragachi instead of Kolkata

3438/WT/3M/139/2004 published in the Kolkata Gazette regarding creation/formulation of routes and issuance of permits in Central Business District viz Esplanade and Band Stand in Kolkata and Howrah Station and
