1. The petitioner participated in the recruitment

examination in CAPF. He was found medically unfit by

the Detailed Medical Examination Board on account of

high blood pressure and tachycardia. The Review

Medical Examination Board found the petitioner to be

unfit on account of hypertension and trivial tricuspid

regurgitation. The blood pressure of the petitioner has

been recorded in the review medical examination

report.

2. It has been submitted that the report of the DME

and RME are contradictory to each other. The

petitioner got himself examined by the State

Government hospital where high blood pressure was

not detected.

3. The petitioner prays for conducting re-

evaluation/re-examination of his health.

4. The DIG (PSO) has filed a report before this

Court signed on February 24, 2026.

5. It appears therefrom that the petitioner was

provided an opportunity to seek review of the medical

examination report provided by the Detailed Medical

Examination Board. The review medical examination

was conducted by the Board comprising of three

medical officers. The blood pressure of the petitioner

was recorded at sufficient intervals. The candidate

was also sent to the JNM Hospital, Kalyani and Theism

Diagnostic, Kolkata for specialist opinion and

investigation report.

6. The Board found that the echocardiography

report of the candidate has trivial tricuspid

regurgitation which was the ground for rejection. The

detailed and the review medical examination were

conducted in accordance with the provisions of the

uniform guidelines for recruitment medical

examination.

7. The respondent authority has mentioned that

the principles that apply in the case of recruitment to

the disciplined forces involved with safety and security,

internal and external, such as paramilitary forces are

distinct and different from those applying to normal

civilian recruitment. The standard of fitness and the

rigour of the physical examination is higher and

stricter in case of disciplined forces.

8. As it appears that the expert doctors of the

recruiting authority detected the aforementioned

defects in the petitioner which are grounds for

disqualification of candidature, accordingly, the Court

is not inclined to interfere with the said findings.

9. The writ petition fails and is hereby dismissed.

10. Parties to act on the basis of the server copy of

this order duly downloaded from the official website of

this Court.

11. Urgent photostat certified copy of this order, if

applied for, be supplied to the parties upon compliance

of all requisite formalities.
