The petitioner is a member of the Indian Army and is presently holding the rank of ‘Naib Subedar’, a Junior Commissioned Officer (in short, JCO). The petitioner is presently posted at the Headquaters Commander Works Engineer, Kolkata with effect from 26^th January, 2022. On 24^th September, 2024, a combined transfer order in respect of JCOs/OR was issued by the Record Officer on behalf of OIC Records. Under such transfer order, the petitioner has been transferred to BEG Records Khadki, PIN- 908796, which is at Pune, Maharashtra. The petitioner was required to join at his transferred place at Pune by 31^st January, 2025. The petitioner filed the instant writ petition on 6th March, 2025.
