ORDER

(Delivered by Hon’ble Mr. Justice Om Prakash VII, Member (J) Shri L M Singh, learned counsel for the applicant and Shri Praveen Shukla and Shri Prashant Mathur, learned counsel for the respondents, were present at the time of hearing on Amendment Application No. 2632 of 2024.

2. The brief facts of the case are that the subject original application was filed seeking following relief:

It is, therefore, most respectfully prayed, that this Hon’ble Court may graciously be pleased to:

“i. Issue a Writ, orders or directions in the nature of certiorari quashing the Impugned Notification published by the Respondent No. 2 in the Employment News dated 24-30 August, 2013, so far as it relates to appointment over the post of Junior Scientific Officer in National Sugar Institute.

ii. Issue a Writ, orders or directions in the nature of mandamus commanding the respondents to consider and promote the Applicant over the post of Junior Scientific Officer in National Sugar Institute, Kanpur in accordance with Recruitment Rules in – vogue in as much as the ratio of law laid down by the Hon’ble Principal Bench in the case of Shailendra Bhatt (Supra), without all consequential and fin
