1. The SWP/WP(C) No. 772/2019 was transferred from the Hon’ble High Court of Jammu and Kashmir at Jammu and was registered as T.A. No. 61/2642/2020 by the Registry of this Tribunal.

2. The present matter was filed before the Hon’ble High Court with following prayer:

a) “allow the present writ petition.

b) Quash Govt. Order No. 27-PDD of 2019 dated 29.01.2019, whereby and whereunder, the case of the petitioners for grant of promotion from the post of JE-II (Electrical) to the post of JE-I (Electrical) has been rejected on non-existent grounds;

c) Command and direct the respondents to promote the petitioners as Junior Engineers (Electrical) Grade-I i.e. in the grade of 7450-11500(pre-revised) w.e.f. the following dates:-

(i) Pet. No. 1 : 16.03.1998

(ii) Pet. No. 2 : 16.03.1998

(iii) Pet No. 3 : 30.03.2003

(iv) Pet No. 4 : 07.01.2009

(v) Pet No. 5 : 21.01.2009

(vi) Pet No.6 : 21.01.2009

(vii) Pet No. 7 : 12.05.2009

(viii) Pet No. 8 : 21.01.2009

(ix) Pet No. 9 : 20.01.2009

(x) Pet No. 10 : 11.05.2009

(xi) Pet No. 11 : 21.01.2009

(xii) Pet No. 12 : 09.02.2011 And to release the arrears of pay attached to the post of junior Engineer Grade-I w.e.f. the afo
