M.A. No.961/2025 (Joining Together) is allowed and the applicants are permitted to pursue the OA jointly.
2. M.A. No.962/2025 seeking exemption is allowed subject to just exceptions.
3. In the present Original Application filed under Section 19 of the Administrative Tribunals Act, 1985 , the applicants seek the following reliefs:-
“i) To direct the Respondent No. 2 to issue appropriate directions / orders of transfer of applicants under ICT as per the Circular dated
14.05.1990.
ii) To declare the action of respondents in not issuing consequential order of ICT of applicants as per their applications and Circular dated 14.05.1990 as illegal and arbitrary and direct the respondents to issue ICT order in respect of all applicants to enable them to join in new region.
iii) To quash and set aside the Annexure A-18 (Colly) and direct the respondents to consider give the applicants benefits of order of this Hon'ble Tribunal dated 10.10.2023 in OA NO. 378/202t.
iv) To declare the impugned decision as contained in Letter No. HRD/CM /104/7/ 2013- 14(Pt. FileII)/7612 dated 12.02.2020 (A-2) and Letter No. HRD/CMD-I/ 108/ 1/2020-21t/ 6406 dated 22.12.
