Shri Rakesh Verma, learned counsel for the applicants in all the above cases and Shri Bablu Singh, Shri Ram Chandra Sahu and Shri Subhash Chandra Mishra, learned counsel for the respondents in their respective cases, were present at the time of hearing. All the cases have been heard together and therefore they are being decided by way of a common judgment. OA No. 1343 of 2013 is being treated as the leading case.
2. Initiating his arguments, Shri Rakesh Verma who is counsel for the applicants in all the cases, argued that inviting applications for recruitment on certain posts under Group D category, the Railway Board issued a Circular No. 121/2005 on 18.07.2005 laying down the procedure for recruitment.
