The applicants have filed this Original Application(OA) under Section 19 of the Administrative Act, 1985 seeking directions to Respondent No. 1 to issue formal orders for reinstating them into the cadre of Central Health Services (CHS) with all the benefits they are entitled to, based on their service joining and tenure.

2. The relief sought by the applicants is based on the following facts: CHS was established with effect from 1959, as per a notification issued in 1963. The service was restructured in 1982 into four sub-cadres: teaching specialists, non-teaching specialists, public health specialists, and General Duty Medical Officers (GDMO). The applicants were appointed to the GDMO sub-cadre on a regular basis in CHS. Since Delhi held the status of a Union Territory (UT) prior to 1990 and lacked a separate medical category, the applicants were assigned to duty posts under the CHS cadre to ensure that the health services under the Government of the National Capital Territory (NCT) of Delhi were not adversely affected.
