By way of filing this Original Application, the applicant is challenging the schedule 20 appended to “The Indian Institute of Forest Management Administrative and Technical Employees Recruitment Rules, 2006”, on the ground that after the enforcement of the aforesaid rules having retrospective effect from 31.03.2005, the candidature of the applicant in relation to promotion to the post of Assistant Librarian has been taken away by the aforesaid rules.

2. The brief facts of the case of the applicant as projected in the O.A. are that he was appointed to the post of Library Information Assistant on 26.3.1992, thereafter re-designated as Senior Library and Information Assistant by an order dated 28.01.1999 (Annexure A-2). At the relevant time prior to the enforcement of rules, the promotions and other requisite formalities in relation to the respondent No.2 were being done by the General orders passed from time to time by the competent authorities, which is filed as Annexure A-3. A perusal of the same would show that there were two sanctioned posts for Assistant Librarian in the pay scale 8000-13,500 and the mode of recruitment was by promotion wherein
