The applicant who is working as Jr. Engineer under the respondents No. 1 and 2 has challenged the Office Order No. 14/2024 dated 21.06.2024 of the respondents vide which various persons stated to be his juniors, have been granted adhoc promotions to the post of Assistant Engineer (Civil).

The applicant has prayed for the following reliefs:-

“8.1 Quash / Set-aside the Office Order No. 14/2024 dated 21.06.2024 whereby 53 numbers of Junior Engineers (Civil), the Respondents No. 3 to 55 herein, have been promoted as Assistant Engineer (Civil)

temporarily on ad-hoc basis.

8.2 direct the respondent No. 2 to examine and decide the representation dated 22.06.2024 made by the applicant and the applicant may be promoted prior to his juniors as per seniority list as per rules;

8.3 direct the respondent No. 2 for issuance fresh office order for the promotion of the Junior Engineers (Civil) as Assistant Engineer (Civil) temporarily on ad- hoc basis as per rules after considering the case of the applicant., 8.4 direct the respondent No 2 to provide all service benefits and consequential benefits as per law to the applicant prior to his juniors as per
