ORDER

The applicant is aggrieved of the result notice bearing No.158 dated 30.06.2017 and result Notice No.138 dated 11.05.2017 issued by respondent No. 2, whereby 6 candidates in OBC category vide aforesaid result Notice No. 158 and 2 candidates in the said Category vide result Notice No. 138 were selected for the post of TGT (Hindi) Female (Post Code - 07/13) for appointment in the schools run by respondent No. 3 but the name of the applicant (Roll No. 45000480) did not appear in both the aforesaid result notices even though she secured 101 marks in the examination held on 28.12.2014, whereas the candidates who secured lesser marks than her have been selected.
2. Representation of the applicant dated 12.07.2017 was rejected by respondent No. 2 on 25.07.2017, orally stating that the results were correct and now nothing could be done in the matter. The applicant finding no other efficacious remedy approached this Tribunal for appropriate directions to the respondents for her appointment.
3. The respondents are in the process of appointing against the postcode No. 07/13 the candidates whose result is shown/declared in the list of postcode No. 109/12.
Similarly, some of the candidates whose result is shown in the list of post Code No. 07/13 are given appointment against postcode No.109/12 because of the common examination conducted for both the postcodes.
4. As per advertisement No. 01/13, the educational qualifications prescribed for the post of TGT (Hindi) Female (postcode No. 07/13) are as under:-
TGT (MIL) Hindi, Sanskrit, Punjabi & Urdu
(i) B.A. (Honours) in one of the Modern Indian Languages (MIL) concerned or BA with MIL concerned as one of the Elective subjects from a recognized University having 45% marks in aggregate with one additional language or one school subject at Degree Level.
OR
Equivalent Oriental Degree in MIL concerned from a recognized University having 45% marks in aggregate.
OR
(For appointment as Hindi Teachers only) Sahitya Rattan of Hindi Sahitya Sammelan Prayag having secured at least 45% marks in aggregate with English in Matriculation provided further that the requirement as to the minimum of 45% marks in the aggregate shall be relaxable in the case of (a) candidate who possess a Post Graduate Qualification in MIL concerned from a recognized University (b) candidates belonging to SC/ST (c) Physically handicapped candidates.
(ii) Degree/Diploma in teaching OR Senior Anglo Vernacular Certificate.
(iii) " Knowledge of Hindi is essential".
(iv) Central Teacher Eligibility Test conducted by CBSE.
N.B.: "The candidate should have studied the subject concerned as mentioned in the RRs in all parts/years of graduation. The elective word may also include main subject as practiced in different universities."
5. It is stated that the applicant passed the Matriculation Examination and Senior Secondary School Certificate Examination with Hindi as a subject. She graduated from Maharshi Dayanand University, Rohtak with Hindi as a compulsory subject. She passed Graduation opting for 'Hindi Elective' as an Additional subject in all three years of Graduation from the aforesaid Maharshi Dayanand University, Rohtak. She also passed M.A. Hindi Examination from Himachal Pradesh University in the year, 2003. She obtained a B.A. Degree in the year 2000 and B.Ed. Degree in the year 2002 and thus possessed all educational qualifications prescribed for appointment to the post of TGT (Hindi) when she applied for the aforesaid post.
