ORDER

(As per Hon’ble Mr.B.V.Sudhakar, Administrative Member) Through Video Conferencing:

2. The O.A has been filed in regard to quashing of the charge memo issued to the applicant on 16.3.2015.

3. The brief facts of the case are that the applicant was appointed as Postal Assistant in the respondent’s organization in 1979 and thereafter he was promoted under TBOP in 1995, BCR in 2005 and was granted 3rd MACP in October, 2009. The respondents issued a charge memo dated 16.3.2015 for an issue pertaining to the year 2001 under Rule 16 (1)(b) of CCS (CCA) Rules, 1965 on the grounds of supervisory lapses. Aggrieved over the issue of charge memo, the O.A. is filed.

4. The contentions of the applicant are that the charge sheet has been issued for an issue that arose 14 years hitherto. Therefore, issuance of charge sheet is not justified. The charge sheet was issued on the ground that the applicant was identified as a subsidiary offender in a fraud committed by another employee, who was working as Sub Postmaster, Jammalamadugu.
