PRAMOD KUMAR DAS, MEMBER (A):

Case of the applicant in brief is that he belongs to SC category and had joined the respondents department as Postal Assistant in the year 2010. While he was working as Office Assistant, Sundargarh Division, notification dated 09.09.2019 (A/1) was issued by Respondent No.2 for promotion from the cadre of PA to Inspector of Posts (IP) through Limited Departmental Competitive Examination for the vacancies of the year 2016-17, 2017-18 and 2018. He being eligible, applied and appeared at the examination. Result of the said LDCE was declared vide notification dated 24.06.2020 but his candidature was rejected as his answer sheets were not evaluated due to “error in OMR sheet” and his name was placed at Sl.No. 252 of the rejection list. It is submitted by him that as per final model answer key, he would be securing 830 marks and as the lowest marks secured by the selected UR candidate is 801, he should get a meritorious position in the select list of Odisha Circle. He preferred appeal on 25.06.2020 to reconsider his case and evaluate his answer sheets and place him in the merit list and, thereafter, filed OA No. 248/2020. Pursuant to the order of this Tr
