The applicant was a Joint Commissioner under the respondents, posted at Chennai, during the relevant period. While so, Annexure A1 complaint dated 1.4.2019 in the name of one S. Jamal, was laid in CPGRAMS the public grievances portal of the Hon’ble Prime Minister, alleging various instances of corruption against the Principal Chief Commissioner, Superintendent of Customs, and several other officials posted in the office of Customs at Chennai. The complaint was registered in the portal on 10.4.2019, with copies marked to various officials. The print out from the website produced as Annexure A2 indicated that the complaint was lodged using a mobile number 9344508798. The said Jamal has already been in the adverse notice of vigilance wing of the respondents, as a person who had been repeatedly submitting complaints against various officials of the respondents. On verifying Annexure A1 complaint, it was revealed that the phone which was used to lodge Annexure A1 complaint belonged to one Daniel, who was the Driver in a travel agency, engaged by the Department.
