1. Learned counsel for the applicant submits that the applicant has applied for the post of Constable (Executive) in Delhi Police in the year 2016. Having successfully qualified in the written examination and interview, he was directed to undergo a medical examination, including a hearing test conducted on 09.03.2018, wherein he was declared unfit by the Medical Officer. Thereafter, the respondents referred the applicant for a re-hearing test before the Medical Board, which was conducted on 26.11.2018. However, he was once again declared unfit by the Medical Board. It is pertinent to note that no medical certificate was issued to the applicant on either occasion.
2. Subsequently, the applicant was issued a Show Cause Notice dated 12.02.2019 (Annexure A-1), asking why his candidature should not be canceled on account of "Bilateral Tympanic Membrane Perforation & Decreased Hearing."
3. Learned counsel for the applicant submitted his reply requesting a fresh medical examination. However, the respondents, vide order dated 07.03.2019 (Annexure A-2), rejected the applicant’s request, stating that since the re-hearing test conducted by the Medical B
