The applicants are working as Lecturers with DIET having entered the Government service during the period 2003-2010, on direct recruitment. The grievance of the applicants is that they have been stagnated in service without promotion and consequently entitled for the benefit of MACP scheme which was brought into force in 2008. However, the grievance of the applicants is that Annexure A-3 circular dated 15.09.2022 issued by the UT of Lakshadweep Administration, inter alia, at clause 3(b) provides that employees/officer will have to pass a computer skill examination before promotion/MACP. By the above circular, pass in computer skill examination was made compulsory for all groups of employees/officers. The applicants submitted representations requesting to waive the above condition, was not responded. Applicants along with the association approached this Tribunal seeking reliefs. By Annexure A-6 order, this Tribunal directed Lakshadweep Administration to consider the grievance of the applicants and to pass reasoned orders. By Annexure A-7, the representations were rejected
