The Applicant is seeking grant of MACP-I from 25th March, 2021 and the arrears from that date with interest @ 15% p.a. 2. Facts in nutshell are that he joined the Department of Post as a Postal Assistant on 25th March, 2011 and completed 10 years of unblemished service on 25th March, 2021. On completion of 10 years, the applicant was entitled to MACP-I but that was not granted to him for the reason that his APARs for the last five years preceding 25th March, 2021 were not meeting the Benchmark. He contends that the APARs of two years preceding the date on which he completes 10 years are not to be considered but the respondents have considered the same and have refused MACP to him. The applicant made representation but that was not answered by the respondents.
3. The Respondents filed their reply contending that the APAR for the period in question are not satisfactory and not meeting the benchmark and,
