This order shall govern the disposal of O.A.553/2023, O.A.554/2023, O.A.555/2023 and O.A.556/2023, as almost similar question is involved.

2. The present O.A. has been filed by the applicant, by challenging the impugned communication dated 20.10.2022 (Annex-A-1) issued by Respondent No.3 and order dated 13.10/12.2021 issued by Respondent No.4 (Annex-2), by which the prayer of the applicant for regularization of his case on the post of Ward Boy / Nursing Orderly has been rejected.

2.1. Brief facts of the case are that in the year 1998, office of Medical Superintendent, Dadra & Nagar Haveli issued advertisement for filling up of the post of Ward Boy on short-term contract basis. The applicant had registered his name in the Employment Exchange. As the applicant possessed the requisite qualifications as per the advertisement, he was sponsored by the Employment Exchange and his name was forwarded for interview / selection to be conducted by the Respondent department. The applicant was called for interview / selection and he participated in the said selection process. Upon being found suitable, the applicant was appointed on short-term contract basis
