1. This OA has been filed by the applicant, seeking the following reliefs:-

“To call for, examine the records relating to the proceedings No. 18-22/2015-SEA-I dated 26.04.2016 and No. 18-22/2015- SEA-I dated 16.06.2016 passed by the respondents and quash the same as arbitrary, illegal and discriminatory and direct the respondents to promote the applicant to Junior Time Scale (Group A) of the Indian P&T Accounts and Finance Service on regular basis, from the date of his superannuation i.e. 30.09.2015 notionally and direct the respondents to re- fix his pay and other retirement benefits and pass such further orders as this Hon'ble Tribunal may deem fit and proper in the circumstances of this case and thus render justice.”

2. The facts of the case, as submitted by the Applicant, are as follows, in brief:-

The applicant was promoted to the cadre of Accounts Officer, in the year 2007 and subsequently promoted as Senior Accounts officer w.e.f. 01.07.2010 on regular basis in the pay scale of Rs. 15600-39100 (Pay Band- 3) with G.P.
