Mr.Mohammad Saleem Mir, learned counsel for the applicant, through the medium of this O.A seeks a direction upon the respondents to expeditiously release all pending salary dues in favour of the applicant in conformity with the rules governing the field.
2. The case of the applicant as projected in the O.A is that the applicant came to be engaged as consolidated Gardener on 04.10.2007 on the consolidated wages at the rate of Rs.225/- per day in the office of the Superintendent, Industrial Training Institute, Tangdar, Karnah, to which reference is made to communication dated 18.02.2020. Learned counsel for the applicant submits that the applicant has also performed the election duty in the Assembly Election of 2014, to which he has appended the duty slip issued in his favour by the Electoral Officer. Learned counsel has referred to a communication bearing No.ITI/TDR/ACCTT/2024/13-14 dated 15.04.2024 issued by the Superintendent, Industrial Training Institute, Tangdar to the Director, Skill Development Department, Jammu and Kashmir, wherein it has been mentioned that the officer has been working as Gardener in the Institute and was with
