The O.A. 754/2021 and the T.A. 966/2020 having been filed on inter linked points and grounds, hence we propose to dispose off both the applications through this common Judgment and order. As the case and controversy relates to the re-organization of the Jammu & Kashmir Legal (Gazetted) Service and the seniority dispute, so for convenience we shall refer to the facts and summarize the pleadings and the claims /counter claims pleaded by the parties in their pleadings to understand the real controversy involved in the case.
