The matters vide the present O.A. No. 627/2016 filed by Shri Jai Gopal and the O.A. No.617/2016 filed by Shri Ashok Kumar Verma are stated to be similar and arising from same/similar set of actions and decisions ; as well as had been filed to seek the same/similar reliefs. Hence, these O.A.s have been taken together. For the sake of convenience, the facts and other details are taken from the O.A. No.627/2016 hereafter.
2.
