We have heard the learned counsels for the parties and with their assistance we have also perused the relevant pleadings available on record.

2. By way of the present O.A. filed under Section 19 of the Administrative Tribunals Act, 1985, the applicants have prayed for the following reliefs:-

“a) Call for the records from office of Respondent No 1 and quashoffice order No F.14/CWDT/Admn/Vol XVI/100 dated 29.03.2018 wrongly and illegally terminating the services of the applicants and also letter No N-70013/1/2018-BM/158 dated 20.02.2019 vide which it was conveyed by respondent No 1 that the 33 posts stand abolished vide order issued by Respondent No 2, and also letter No F.No N-70015/1/2018-bm/192 dated 28.02.2019 issued by Respondent No 1 closing the liabilities of CWDT;

(b) direct the Respondent No 1 and 3 to regularize and absorb all the applicants in regular service of the Government of India, who all were working with Respondent No 1 continuously with temporary status in terms of the case taken up by Respondent No 1 vide letter dated 10.02.2015, to respondent No 3 with all consequential benefits including pay, seniority, increment and all other benefits as applicable to equal/corresponding permanent central government employee(s);

(c) Direct respondent No 1 to pay salary and all other allowances as per current pay scale applicable to central government employees of corresponding status and grade/level;

(d) issuesuch other order or further directions as may be deemed fit in the facts and circumstances of the case”

3. In response to notice, respondents have filed counter reply and have prayed for dismissal of the O.A.

4. Undisputed facts are that the competent authority amongst the respondent no. 1 issued communication dated 27.07.1990
