This Original Application was filed by the Applicant on being aggrieved by the actions/inactions pursuant to charges brought against him in respect of performance of his duties – firstly, vide charge-Memo dated 19.03.2012, which had not been finalized till the filing of the present O.A. ; and secondly, vide charge-Memo dated 30.10.2012, whereupon certain charges were held as ‘Partially Proved’ by the Disciplinary Authority (D.A.) and the punishment of reduction of pay by one stage in the pay band Rs.(5200-20200)/- plus Grade Pay (GP) Rs.1800/-, to Rs.6330/- plus GP Rs.1800/- for one year, was imposed vide Order dated 31.07.2014/21.10.2014 of the D.A – and further by the rejection of Applicant’s appeal against the said Order by the Appellate Authority (A.A.) (Respondent No.3) vide Order dated 06/07.05.2015.

2. Based on the pleadings of the parties to the case, the matrix of relevant facts emerged to be as follows briefly.
