ORDER

Shri Avnish Tripathi, learned counsel for the applicant and Shri Subhash Chandra Mishra, learned counsel for the official respondents and Shri Ashish Srivastava, learned counsel for the respondent no. 5, were present at the time of hearing.
2. The instant original application has been filed seeking following relief:
“(i) To issue order or writ of certiorari quashing the impugned order of appointment of the Respondent No. 5 made vide Annexure No. A-1, based on fraud, forgery and mis-representation.
(ii) To issue order in the nature of writ of mandamus ordering Respondents to appoint the applicant on the post of G.D.S. B.P.M. Piparpanti Tewari.
(iii) To award cost of litigation against the respondents in favour of the applicant. However, Respondent No. 6 and 7 shall not be responsible for costs, if they do not contest the
