Having regard to the short controversy involved in the present matter, the OA has been taken up for final hearing with the consent of the learned counsel appearing for the respective parties. We, accordingly, heard Mr. S. K. Gupta, learned counsel for the applicant, Mr. V. S. R. Krishna, learned counsel for respondent no.2, and Mr. Thakur Virender Pratap Singh Charak, learned counsel for respondent no.1.
