We are disposing of two Original Applications filed by the applicant, i.e., Googan Singh, who works with the Ministry of External Affairs, through a single order. Both Original Applications challenge the applicant's Annual Performance Appraisal Report (APAR) for different years. The impugned orders share common reasoning, with the only difference being the relevant period, and are therefore being addressed collectively.
1. OA No. 706/2022
Learned counsel for the applicant argued that in OA No. 706/2022, the applicant has challenged the APAR for the year, 2016-2017, where the Reviewing Officer made adverse remarks and downgraded his grading from 5.93 to 0.85, categorizing it as average or poor. The applicant submitted a representation dated 16.11.2017 against the APAR, which was rejected by the respondents through a brief and non-speaking order dated 12.11.2018, which is now under challenge in the present O.A.
