Since a common question of law arises in the present batch of OAs, they were heard together with the consent of the parties and are being disposed of by this common order. However, for the sake of brevity, the facts are primarily extracted from O.A. No. 3749/2018.

2. In the present O.A., the applicants have prayed for the following reliefs:
“(a) Quash and set aside the impugned orders/actions of the respondents dated 12.07.2018 placed at Annexure A/1 and A/2 and (b) Accord all consequential benefits.
(c) Award costs of the proceedings; and (d) Pass any order/relief/direction (s) as this Hon’ble Tribunal may deem fit and proper in the interests of justice in favour of the applicants.”
