The present Original Application had been filed by the Applicant upon being aggrieved by the purported non-release by the Respondents of certain retirement benefits due to her ; and by the wrongful recoveries made in the final settlement of the Applicant by the Respondents on account of putting back her grade increments for the years (1999, 2000), due to non- reckoning of certain service periods of her absence from the qualifying service period .
2. On the basis of the pleadings of the parties in the case, the relevant matrix of facts had emerged to be as follows.
